昆明信息港訊 記者合宇聰 日前，昆明市公安局出入境管理局發(fā)布《致在昆外籍人士的一封公開(kāi)信》向在昆的外籍人士提出倡議：希望在昆外籍人士關(guān)注權(quán)威信息，同時(shí)加強(qiáng)自我防護(hù)，盡量減少外出，并參與聯(lián)防聯(lián)控。
公開(kāi)信全文如下：
致在昆外籍人士的一封公開(kāi)信
針對(duì)新型冠狀病毒感染的肺炎疫情，云南省于1月24日啟動(dòng)了重大突發(fā)公共衛(wèi)生事件一級(jí)響應(yīng)。昆明市政府高度重視，統(tǒng)一部署，各項(xiàng)疫情防控工作有序展開(kāi)。在此，我們向在昆的各位外籍人士提出如下倡議：
一、關(guān)注權(quán)威信息。請(qǐng)關(guān)注昆明市人民政府“昆明發(fā)布”等官方媒體微信公眾號(hào)，獲取新型冠狀病毒感染的肺炎疫情官方通報(bào)及昆明市救治定點(diǎn)醫(yī)院名單和防治指引措施等信息。不信謠不傳謠。
二、加強(qiáng)自我防護(hù)。保持良好的衛(wèi)生習(xí)慣，注意手衛(wèi)生，勤洗手?？人?、打噴嚏時(shí)務(wù)必使用紙巾或肘部捂住口鼻，不隨地吐痰，廢棄口罩按規(guī)定規(guī)范投放。適當(dāng)開(kāi)窗通風(fēng)，注意保持室內(nèi)環(huán)境衛(wèi)生。避免接觸任何野生動(dòng)物或禽類動(dòng)物，肉類和蛋類請(qǐng)徹底煮熟后食用。
三、盡量減少外出。盡量避免前往人員密集的場(chǎng)所，盡量減少聚會(huì)聚餐等集體活動(dòng)。若必須前往，請(qǐng)正確佩戴口罩，首選醫(yī)用外科口罩。若出現(xiàn)發(fā)熱、咳嗽、胸悶、乏力等癥狀，須佩戴口罩到我市定點(diǎn)醫(yī)療機(jī)構(gòu)就診。
四、參與聯(lián)防聯(lián)控。如果您近期曾到訪過(guò)疫情高發(fā)地區(qū)，或接觸過(guò)疫情高發(fā)地區(qū)的來(lái)昆人員，要密切關(guān)注自身的身體狀況，盡量居家休息，減少外出，并應(yīng)當(dāng)及時(shí)向當(dāng)?shù)丶膊☆A(yù)防控制機(jī)構(gòu)或指定部門報(bào)告。如果有政府、社區(qū)工作人員、醫(yī)務(wù)人員詢問(wèn)您的情況，請(qǐng)您積極配合他們的工作。
五、在昆外國(guó)人因簽證或者停居留證件到期需要延期的，可以用電話（0871-63197353）進(jìn)行聯(lián)系并通過(guò)指定郵箱（2213386491@qq.com）遞交申請(qǐng)材料；有緊急事由的，出入境管理局提供“綠色通道”服務(wù)。
六、在昆外國(guó)人因被隔離、醫(yī)學(xué)觀察期間無(wú)法按時(shí)離境或者無(wú)法按時(shí)到出入境管理部門辦理簽證、停居留證件延期、居留許可登記項(xiàng)目變更的，經(jīng)電話或者微信等平臺(tái)提前報(bào)備，經(jīng)批準(zhǔn)可補(bǔ)辦相關(guān)手續(xù)。

A Letter toAll Foreign Friends in Kunming
To the outbreak of pneumonia caused by the novel corona-virus(2019-nCoV), Yunnan Province has activated level I public health emergencyresponse since 24th January. Attaching paramount importance to the situation,Kunming Municipal Government has made unified deployment of resources and isconducting prevention and control work in a scientific and orderly way. Herebywe recommend following practices to all foreign friends in Kunming:
I. Follow official information release. Follow “昆明發(fā)布”（Kunming NEWS Releases”,the official Wechat account run byKunming MunicipalGovernment) for the epidemic update, the listof designated hospitals in Kunming, and prevention and treatment guide. Pleaserefrain from sharing news without a verifiable source.
II. Strengthen prevention and self-protection. Keep goodhygiene by washing hands often with soap or alcohol-based sanitizer. Covercough or sneeze with a tissue or with flexed elbow. No spitting. Dump usedmasks according to regulations. Keep proper ventilation and rooms clean. Avoidclose contact with any wild animals or birds. Eggs and meat must be thoroughlycooked before consumption.
III. Minimize outdoor activities. Avoid crowded places,parties and group activities. Correctly wear a mask(best surgical mask) if youhave to go and attend one. If you have mild to severe respiratory symptoms offever, cough, breathing difficulty or fatigue, please go to a designatedhospital with a mask on.
IV. Join in the efforts of mass prevention and control. Ifyou have visited the infected area, or contacted with people who are from theepidemic area, please closely observe your health condition, stay at home andtimely report to local Disease Control authorities or designated departments.Please cooperate with government or community personnel or medical staff ifthey inquire about your condition.
V.Foreigners in Kunming who need to extend theirvisa or residence permit, could contact the VISA office viatelephone(0871-63197353) and send the application files to the designatedemail(2213386491@qq.com) . in case of an emergency , the Exit and EntryAdministration Bureau can provide Green Channel service.
VI.Due to quarantine or medical observation , foreigners inKunming who cannot leave China or apply for extension of their visa/stay/residence permit andregistration of the change of items of their residence permit in time, they should report to the Exit andEntry Administration Bureau through telephone or Wechat in advance, with permission, theycan reapply those formalities afterwards.
