當(dāng)前,全球各地新冠肺炎疫情出現(xiàn)反彈,周邊國(guó)家疫情形勢(shì)日趨嚴(yán)峻,特別是國(guó)內(nèi)本土疫情呈現(xiàn)多地局部暴發(fā)和零星散發(fā)狀態(tài)。時(shí)值春節(jié)臨近,人員流動(dòng)頻繁,疫情防控風(fēng)險(xiǎn)增大,為貫徹落實(shí)好黨中央、國(guó)務(wù)院及省委、省政府疫情防控有關(guān)部署要求,進(jìn)一步做好全市春節(jié)前后疫情常態(tài)化防控工作,全力鞏固疫情防控成果,保障人民生命安全,現(xiàn)將有關(guān)事項(xiàng)通告如下:
一、強(qiáng)化監(jiān)測(cè)預(yù)警
1.各級(jí)各部門(mén)應(yīng)做好應(yīng)急處置各項(xiàng)準(zhǔn)備工作,在總結(jié)前期有效經(jīng)驗(yàn)做法的基礎(chǔ)上,落實(shí)好“早發(fā)現(xiàn)”、“早報(bào)告”要求,堅(jiān)持人、物、環(huán)境同查,建立健全疫情多渠道監(jiān)測(cè)和響應(yīng)機(jī)制,做到主動(dòng)發(fā)現(xiàn)、主動(dòng)報(bào)告。
2.市民要通過(guò)微信小程序“國(guó)務(wù)院客戶(hù)端”、“國(guó)務(wù)院政務(wù)服務(wù)平臺(tái)”、“云南健康碼”等實(shí)時(shí)查詢(xún)國(guó)內(nèi)各地區(qū)風(fēng)險(xiǎn)等級(jí),及時(shí)掌握國(guó)內(nèi)高中風(fēng)險(xiǎn)地區(qū)變動(dòng)情況,如發(fā)現(xiàn)高中風(fēng)險(xiǎn)地區(qū)來(lái)人要及時(shí)、主動(dòng)向社區(qū)報(bào)告。
二、嚴(yán)格人員管理
3.提倡全市外出就學(xué)、務(wù)工、創(chuàng)業(yè)人員在條件允許的情況下留在當(dāng)?shù)剡^(guò)節(jié)。凡返鄉(xiāng)回昆人員,應(yīng)在出發(fā)前1周內(nèi)及抵達(dá)當(dāng)天向目的地社區(qū)(村組)主動(dòng)報(bào)告,實(shí)行“雙報(bào)告”制度,社區(qū)(村組)同時(shí)加強(qiáng)對(duì)返鄉(xiāng)人員的排查登記管理。對(duì)從境外到昆入境、國(guó)內(nèi)高風(fēng)險(xiǎn)地區(qū)返鄉(xiāng)回昆人員,一律按照已有措施進(jìn)行封閉管理。對(duì)從國(guó)內(nèi)中風(fēng)險(xiǎn)地區(qū)返鄉(xiāng)回昆人員,一律嚴(yán)格實(shí)施14天社區(qū)健康管理:在抵達(dá)社區(qū)(村組)時(shí)及14天健康管理結(jié)束時(shí)分別進(jìn)行1次核酸檢測(cè);14天內(nèi)個(gè)人居家不得外出,家人不參加聚集性聚餐聚會(huì)活動(dòng);由社區(qū)(村組)負(fù)責(zé),每天對(duì)轄區(qū)內(nèi)返鄉(xiāng)人員開(kāi)展追蹤管理、健康監(jiān)測(cè)。
對(duì)從國(guó)內(nèi)低風(fēng)險(xiǎn)地區(qū)返鄉(xiāng)回昆人員,避免經(jīng)過(guò)或在高中風(fēng)險(xiǎn)地區(qū)停留,全程做好自我防護(hù),到昆時(shí)需提供7天內(nèi)新冠病毒核酸檢測(cè)陰性報(bào)告,不能提供的,第一時(shí)間就近到有核酸檢測(cè)能力的醫(yī)療機(jī)構(gòu)進(jìn)行核酸檢測(cè),結(jié)果陰性后方可有序流動(dòng),由社區(qū)(村組)負(fù)責(zé)開(kāi)展追蹤監(jiān)測(cè)。社區(qū)(村組)要將網(wǎng)格內(nèi)所有返鄉(xiāng)人員納入網(wǎng)格管理,對(duì)返鄉(xiāng)后不主動(dòng)報(bào)告人員,嚴(yán)肅依法處理,情節(jié)嚴(yán)重、構(gòu)成犯罪的,交由公安機(jī)關(guān)依法立案查處。
4.對(duì)于“三非”人員、中國(guó)籍偷渡回國(guó)人員,社區(qū)(村組)經(jīng)群眾舉報(bào)或自行排查中發(fā)現(xiàn)的,應(yīng)立即向轄區(qū)公安部門(mén)報(bào)告,由公安部門(mén)牽頭嚴(yán)格按現(xiàn)行規(guī)定進(jìn)行管控及處置。
5.確診病例、無(wú)癥狀感染者治愈出院后,應(yīng)主動(dòng)報(bào)告屬地,社區(qū)按規(guī)范要求加強(qiáng)排查及跟蹤監(jiān)測(cè)。
6.一線(xiàn)醫(yī)務(wù)人員及從事進(jìn)口冷鏈?zhǔn)称?、交通運(yùn)輸、快遞行業(yè)、交通卡口值勤、集中隔離點(diǎn)等高風(fēng)險(xiǎn)行業(yè)人員,要嚴(yán)格落實(shí)個(gè)人防護(hù)、核酸檢測(cè)、健康監(jiān)測(cè)等工作;醫(yī)療機(jī)構(gòu)發(fā)熱門(mén)診患者、新住院患者及其陪護(hù)人員、養(yǎng)老機(jī)構(gòu)在住人員及其陪護(hù)人員應(yīng)按規(guī)定定期進(jìn)行核酸檢測(cè)。
三、嚴(yán)控人員流動(dòng)
7.倡導(dǎo)全市各級(jí)黨政機(jī)關(guān)、事業(yè)單位及國(guó)有企業(yè)干部職工在昆過(guò)節(jié);提倡市民就地過(guò)節(jié),不參加規(guī)模性聚會(huì)、聚餐及聚集性活動(dòng),出入公共場(chǎng)所,乘坐公共交通工具、廂式電梯,或與他人有1米以?xún)?nèi)近距離接觸時(shí),必須科學(xué)正確佩戴口罩;盡量減少探親訪(fǎng)友和外出旅游,尤其不要前往中高風(fēng)險(xiǎn)地區(qū)。
8.倡導(dǎo)市內(nèi)中小學(xué)師生假期不離開(kāi)市內(nèi),在高中風(fēng)險(xiǎn)地區(qū)就讀學(xué)生原則上假期不回昆,各類(lèi)學(xué)校做好假期留校學(xué)生及教職員工各類(lèi)生活保障并落實(shí)疫情防控相關(guān)措施要求,充分發(fā)揮疫情防控指導(dǎo)員、衛(wèi)生健康副校長(zhǎng)、學(xué)校衛(wèi)生專(zhuān)業(yè)人員(校醫(yī))的作用,協(xié)助指導(dǎo)學(xué)校開(kāi)展日常防控工作。
四、嚴(yán)控會(huì)議活動(dòng)
9.全市各級(jí)黨政機(jī)關(guān)、企事業(yè)單位要帶頭嚴(yán)控大型會(huì)議、活動(dòng)的數(shù)量規(guī)模,50人以上活動(dòng)應(yīng)當(dāng)制定疫情防控專(zhuān)項(xiàng)方案,需科學(xué)佩戴口罩,嚴(yán)格落實(shí)有關(guān)防控措施,除必要會(huì)議外,原則上不應(yīng)舉辦大規(guī)模聚集性會(huì)議活動(dòng),一律取消集體團(tuán)拜、大型慰問(wèn)、聯(lián)歡、聚餐、年會(huì)等活動(dòng),暫停宗教場(chǎng)所聚集性活動(dòng)。
10.大力倡導(dǎo)節(jié)慶文明新風(fēng),各地要加強(qiáng)對(duì)農(nóng)村集市、農(nóng)村自辦酒席、集中宴請(qǐng)等聚集性活動(dòng)的管控,嚴(yán)禁舉辦各類(lèi)廟會(huì),提倡“紅事緩辦、白事簡(jiǎn)辦、宴請(qǐng)不辦”,一切喜事、客事宴席須按規(guī)定向社區(qū)(村組)報(bào)備,嚴(yán)格控制就餐人數(shù),嚴(yán)禁邀請(qǐng)高中風(fēng)險(xiǎn)地區(qū)人員參加。所有家庭私人聚會(huì)、聚餐須控制在10人以?xún)?nèi),做好個(gè)人防護(hù),有感冒、咳嗽、發(fā)熱等癥狀者不得參加。
五、嚴(yán)管重點(diǎn)區(qū)域
11.各地要建立縣鄉(xiāng)村三級(jí)指揮體系,落實(shí)疫情防控責(zé)任制,提高疫情監(jiān)測(cè)能力,加強(qiáng)農(nóng)村地區(qū)疫情防控,鄉(xiāng)鎮(zhèn)(街道)、社區(qū)(村組)要統(tǒng)籌力量,全面排查掌握責(zé)任網(wǎng)格內(nèi)的國(guó)外入境到昆人員、國(guó)內(nèi)高中風(fēng)險(xiǎn)地區(qū)來(lái)昆人員、返鄉(xiāng)人員情況并全部進(jìn)行追蹤管理;加強(qiáng)宣傳,增強(qiáng)村民疫情防控及個(gè)人防護(hù)意識(shí),如出現(xiàn)感冒、咳嗽、發(fā)熱等不適癥狀,村民要及時(shí)向村衛(wèi)生室(社區(qū)衛(wèi)生服務(wù)站、診所)報(bào)告,村衛(wèi)生室(社區(qū)衛(wèi)生服務(wù)站、診所)接報(bào)后應(yīng)立即向鄉(xiāng)鎮(zhèn)衛(wèi)生院(社區(qū)衛(wèi)生服務(wù)中心)報(bào)告,由鄉(xiāng)鎮(zhèn)衛(wèi)生院(社區(qū)衛(wèi)生服務(wù)中心)向?qū)俚匦l(wèi)生健康行政部門(mén)報(bào)告;結(jié)合冬春季愛(ài)國(guó)衛(wèi)生“七個(gè)專(zhuān)項(xiàng)行動(dòng)”全面推進(jìn)環(huán)境衛(wèi)生綜合整治,引導(dǎo)公眾養(yǎng)成良好衛(wèi)生習(xí)慣。
12.農(nóng)貿(mào)市場(chǎng)、商場(chǎng)超市、酒店旅館、機(jī)場(chǎng)、高鐵、火車(chē)站、公共汽車(chē)站、宗教場(chǎng)所、景區(qū)景點(diǎn)、影院、劇院、KTV、酒吧、網(wǎng)吧、殯儀館、教育培訓(xùn)、托幼養(yǎng)老機(jī)構(gòu)等公共場(chǎng)所業(yè)主單位要履行主體責(zé)任,行業(yè)部門(mén)要履行監(jiān)管責(zé)任,嚴(yán)格落實(shí)“亮(掃)碼+測(cè)溫+戴口罩”和日常通風(fēng)、消毒、衛(wèi)生清潔等防控措施。
13.未設(shè)置發(fā)熱門(mén)診、發(fā)熱哨點(diǎn)診室的醫(yī)療機(jī)構(gòu),特別是民辦醫(yī)院、社區(qū)醫(yī)院、村衛(wèi)生室、個(gè)體診所、藥店等要落實(shí)首診報(bào)告制度,不得接診不明原因發(fā)熱或超出機(jī)構(gòu)診療能力的患者,發(fā)現(xiàn)不明原因發(fā)熱等疑似病例,2小時(shí)內(nèi)必須報(bào)告,并負(fù)責(zé)轉(zhuǎn)診至就近的規(guī)范發(fā)熱門(mén)診和有相應(yīng)救治能力的醫(yī)療機(jī)構(gòu)診斷治療,不得擅自允許其自行轉(zhuǎn)院或離院。所有藥房一律憑處方出售退燒、止咳、止瀉等藥物,并實(shí)名登記、上傳信息。醫(yī)療機(jī)構(gòu)住院病區(qū)、養(yǎng)老機(jī)構(gòu)等場(chǎng)所一律實(shí)行封閉管理,落實(shí)非必要不探視制度,確需探視的,必須憑3日內(nèi)核酸檢測(cè)陰性證明進(jìn)行探視。
14.加強(qiáng)冷鏈管理,對(duì)進(jìn)入我市的進(jìn)口冷鏈?zhǔn)称繁仨毜郊斜O(jiān)管倉(cāng)進(jìn)行消殺和核酸檢測(cè),特別是對(duì)冷凍食品加工場(chǎng)所及交易市場(chǎng)嚴(yán)格監(jiān)督檢查,在進(jìn)口冷鏈?zhǔn)称肥状闻c我市人員接觸前實(shí)施預(yù)防性全面消毒處理,同時(shí)避免消毒對(duì)食品產(chǎn)生污染。
15.壓緊壓實(shí)“四方”責(zé)任,堅(jiān)決克服麻痹思想、厭戰(zhàn)情緒、僥幸心理,做到守土有責(zé)、守土擔(dān)責(zé)、守土盡責(zé);確保各級(jí)疫情防控指揮體系有效運(yùn)轉(zhuǎn),疫情防控工作人員要做好24小時(shí)值班、備班工作,一旦疫情發(fā)生,立即啟動(dòng)預(yù)案,做到指揮有力、系統(tǒng)有序、條塊暢達(dá)、執(zhí)行到位。

With the current rebound of COVID-19 all over the world, the situation in neighboring countries has become increasingly severe. In China, in particular, local and sporadic outbreaks have occurred in many cities. As the Spring Festival is around the corner and the travel rush is peaking, the risks of pandemic prevention and control have increased. Under this circumstance, in order to implement the deployment requirements of the CPC Central Committee, the State Council, Yunnan Provincial Party Committee and Yunnan Provincial Government for pandemic prevention and control, further the job in pandemic prevention and control during the Spring Festival in Kunming, make every effort to consolidate what has been achieved in the pandemic prevention and control, and ensure the safety of people's lives, relevant matters are hereby notified as follows:
I. Strengthen Monitoring and Early Warning
1. Departments at all levels are required to prepare for dealing with various emergencies, implement the requirements of "early detection" and "early reporting" on the basis of summarizing the useful experience previously accumulated in practice, detect the people, materials and environment simultaneously, as well as establish and improve the multi-channel monitoring and response mechanism for active detection and reporting.
2. Citizens are required to inquire the risk levels of various regions in China in real time through WeChat applets, such as "Client of the State Council", "Government Service Platform of the State Council", "Yunnan Health Code", etc., thereby keeping abreast of the changes in high- and medium-risk areas in China. In case that any people from those areas are found, residents should report to the community promptly and actively.
II. Strict Personnel Management
3. Those who study, work and do business in other cities are encouraged to stay where they are for the Spring Festival if conditions permit. Those about to return to Kunming should actively report to their destination community (village) within one week before their departure and on the day of arrival, as well as implement the "double report" system. The community (village) should also strengthen the investigation and registration management over returnees. Those entering Kunming from overseas and returning to Kunming from high-risk areas in China shall be taken care of in closed-off management according to the existing measures. For those returning to Kunming from medium-risk areas in China, 14-day community health management shall be strictly implemented, and nucleic acid testing carried out once when they arrive at the community (village) and at the end of the 14-day health management. Returnees should stay at home and shall not be allowed to go out within 14 days, and their family members shall not participate in dinner gatherings or parties. The community (village) shall be responsible for tracking, managing and monitoring the health of returnees within its jurisdiction every day.
Those returning to Kunming from low-risk areas in China should avoid passing through or staying in high-risk areas and protect themselves throughout. Once arriving in Kunming, they should provide a negative report of nucleic acid testing for COVID-19 conducted within 7 days. Otherwise, they should go to the nearest qualified medical institution for nucleic acid testing at the earliest possible time, and they cannot move about until the result proves negative. The community (village) shall be responsible for tracking and monitoring, including those who do not actively report after returning home according to law. If the circumstances are serious and constitute a crime, they should be handed over to the public security organ for investigation and punishment according to law.
4. The "persons illegally entering, residing or being employed in China” and Chinese illegal immigrants who are reported by the masses or found by the community (village) through self-investigation should be reported to the public security department within jurisdiction immediately, and the latter should take the lead in exerting strict control and handling according to the current regulations.
5. Confirmed cases and asymptomatic infected people who have been cured and discharged from hospital should actively report to the relevant department within jurisdiction, and the community should strengthen the investigation and follow-up monitoring according to relevant requirements.
6. Front-line medical workers and personnel engaged in high-risk sectors such as imported cold chain food, transportation, express delivery, traffic, and centralized isolation sites must strictly conduct personal protection, nucleic acid testing, and health monitoring; outpatients with fever in medical institutions, newly-hospitalized patients and their accompanying staff, as well as residents in old-age care institutions and their accompanying staff should regularly have their nucleic acid tested according to relevant regulations.
III. Strictly Control Personnel Flow
7. Encourage the Party and government organs at all levels, institutions, as well as state-owned enterprise cadres and workers to spend the Spring Festival in Kunming. Encourage local citizens to spend the Spring Festival in Kunming, not to participate in large parties gatherings, dinners and other gatherings, and to wear masks scientifically and correctly when entering and exiting public places, taking buses, van elevators, or having close contact with others within 1 meter; cut down on visits to relatives and friends and traveling, especially to high- and medium-risk areas.
8. Encourage teachers and students of primary and secondary schools in Kunming not to leave the city during the Spring Festival. Students studying in high- and medium-risk areas, in principle, should not return to Kunming during the Spring Festival. Schools should do a good job in ensuring the daily life of students and faculty members staying for the Spring Festival and implement requirements of relevant measures for pandemic prevention and control, as well as give full play to the role of pandemic prevention and control instructors, vice principals in charge of health and school health professionals (school doctors) to help guide the school to carry out daily prevention and control work.
IV. Strictly Control Conferences and Relevant Activities
9. Party and government organs at all levels, as well as local enterprises and institutions, should take the lead in strictly controlling the number and scale of large conferences and relevant activities. For activities involving more than 50 people, special plans for pandemic prevention and control should be formulated. Masks should be worn scientifically, and relevant prevention and control measures should be strictly implemented. In principle, large gatherings and conferences should not be held other than those highly necessary, while activities such as collective visits, large parties, dinners and annual meetings should be cancelled, and gathering activities in religious places suspended.
10. Vigorously advocate civilized festival celebration. All localities should strengthen the control over rural fairs, self-run banquets in rural areas, centralized banquets, etc. Temple fairs are strictly prohibited and it is advised to "postpone the holding of weddings, simplify the holding of funerals, hold no banquets". All weddings and banquets must be reported to the community (village) according to regulations, the number of diners should be strictly controlled. Inviting people from high- and medium-risk areas is strictly prohibited. Participants of all private family gatherings and dinners must be controlled within 10 people, and personal protection should be conducted. Those with symptoms such as cold, cough and fever shall not be allowed in.
V. Strictly Manage Key Areas
11. All localities should establish a three-level command system involving county, township and village, implement the responsibility system for pandemic prevention and control, improve the ability of pandemic monitoring, and strengthen pandemic prevention and control in rural areas. Townships (neighborhood offices) and communities (villages) should make overall efforts to comprehensively investigate the arrivals in Kunming from foreign countries, personnel entering Kunming from high- and medium-risk areas in China, and returnees, all of whom should be tracked and managed. Strengthen publicity and enhance villagers' awareness of pandemic prevention and control and personal protection. In case of discomfort such as a cold, cough and fever, villagers should report to village clinics (community health service sites and clinics) in time. After receiving the report, the clinics should immediately report to township hospitals (community health service centers), who should then report to local health administrative departments. Combine the "seven special actions in winter and spring" for improving the people’s health, comprehensively promote the improvement of environmental health, and encourage citizens to develop good health habits.
12. Owners or managers of public places such as food markets, shopping malls, supermarkets, hotels, airports, high-speed rails, railway stations, bus stops, religious places, scenic spots, cinemas, theaters, KTV, bars, Internet cafes, funeral homes, education and training institutions, nurseries and old-age care institutions should fulfill their main responsibility, and industry departments should fulfill theirs as supervisors and strictly implement the prevention and control measures including "code scanning + temperature measurement + mask wearing", daily ventilation, disinfection, sanitation, etc.
13. Medical institutions without fever clinics, especially private hospitals, community hospitals, village clinics, private clinics, drugstores, etc., should implement the first diagnosis report system, and should not receive patients with fever of unknown origin or beyond their diagnosis and treatment ability. If suspected cases, such as fever of unknown origin, are found, they must report the cases within 2 hours and send them to the nearest qualified fever clinics or medical institution for diagnosis and treatment. They should not allow them to transfer to other hospital or leave the hospital without authorization. Drugstores must sell medicines for conditions such as fever, cough and diarrhea by prescription, and register the purchase with real names and upload necessary information. Inpatient wards of medical institutions, old-age care institutions and other places shall all be put under closed-off management, and the system of “no visit unless necessary” shall be implemented. If it is really necessary, the personnel must hold the Negative certificate for nucleic acid testing conducted within 3 days.
14. Strengthen the management over cold chain. Imported cold chain food entering the city must be sent to the centralized supervision warehouse for disinfection and nucleic acid testing, and frozen food processing sites and trading markets shall go through particularly strict supervision and inspection. Before the imported cold chain food comes into contact with the personnel of the city, preventive and comprehensive disinfection and treatment must be conducted, and efforts should be made to avoid pollution caused by disinfection at the same time.
15. Strengthen the responsibility of the "four parties concerned", stay alert, never push our luck and always be responsible. To ensure the effective operation of the command systems for pandemic prevention and control at all levels, pandemic prevention and control staff should be on duty 24 hours a day and stay prepared for their shifts. Once cases are found, the pre-plan should be started immediately in an effective, orderly, smooth and systematic manner.

COVID-19 telah merebak ke seluruh dunia pada masa ini dan situasi wabak ini dalam negara sekitar semakin mengerikan, terutamanya situasi wabak tempatan di China digambarkan oleh penularan tempatan dan penyebaran sporadik.Pesta Musim Bunga yang hampir tiba dan kekerapan orang mengunjungi sesuatu tempat telah meningkatkan risiko pencegahan dan kawalan wabak. Oleh itu, untuk melaksanakan keperluan pengaturan pencegahan dan kawalan wabak yang dicadangkan oleh Jawatankuasa Pusat Parti, Majlis Negeri, Jawatankuasa CPC Wilayah dan pihak kerajaan, seterusnya melakukan kerja yang baik dalam penormalan pencegahan dan kawalan wabak sebelum dan selepas Pesta Musim Bunga, mencuba sedaya upaya untuk menggabungkan pencapaian pencegahan dan kawalan wabak serta memastikan keselamatan nyawa semua orang, perkara yang berkaitan diumumkan seperti yang berikut:
I. Mengukuhkan pemantauan dan amaran awal
1. Setiap jabatan di semua peringkat perlu membuat persediaan untuk pengaturan kecemasan, melaksanakan keperluan "pengesanan awal" dan "pelaporan awal" mengikut kesimpulan pengalaman dan amalan awal yang berkesan, mematuhi penyiasatan orang, objek dan persekitaran yang sama dan mewujudkan dan menambah baik pemantauan berbilang saluran dan mekanisme tindak balas terhadap situasi wabak untuk pengesanan dan pelaporan yang aktif.
2. II. Mengukuhkan pengurusan kakitangan dengan tegas

Selain itu, komuniti (kampung atau kumpulan) tersebut perlu mengukuhkan pengurusan penyiasatan dan pendaftaran orang yang kembali.Semua orang yang datang ke Kunming dari luar negara dan kembali ke Kunming dari kawasan risiko tinggi di dalam negara akan tertakluk pada pengurusan tertutup mengikut langkah sedia ada.Mereka yang kembali ke Kunming dari kawasan risiko sederhana di dalam negara akan tertakluk secara ketat pada 14 hari pengurusan kesihatan komuniti: ujian asid nukleik hendaklah dilakukan sekali sebaik sahaja tiba di komuniti (kampung atau kumpulan) dan pada penghujung 14 hari pengurusan kesihatan; orang yang kembali tidak boleh keluar dalam tempoh 14 hari dan keluarga mereka tidak boleh menyertai perhimpunan ramai, makan malam dan aktiviti berkumpulan, komuniti (kampung atau kumpulan) hendaklah bertanggungjawab terhadap pengurusan penjejakan dan pemantauan kesihatan orang yang kembali dalam bidang kuasanya setiap hari.
Orang yang kembali ke Kunming dari kawasan risiko rendah di dalam negara perlu mengelak daripada melalui atau menginap di kawasan risiko tinggi - sederhana dan membuat perlindungan diri yang baik dalam keseluruhan proses. Sebaik tiba di Kunming, mereka perlu memberi laporan ujian asid nukleik COVID-19 yang negatif dalam tempoh 7 hari. 8. Mengesyorkan guru dan pelajar sekolah rendah dan menengah di Kunming agar tidak meninggalkan bandar dan, pada dasarnya, pelajar yang belajar di kawasan risiko tinggi dan sederhana tidak kembali ke Kunming. IV. Mengawal mesyuarat & aktiviti dengan tegas
9. Parti politik dan organisasi kerajaan, perusahaan dan institusi awam pada semua peringkat di Kunming mesti mengambil tindakan dalam mengawal bilangan dan skala mesyuarat dan aktiviti yang besar, menyediakan rancangan pencegahan dan kawalan wabak khusus untuk aktiviti yang melibatkan lebih daripada 50 orang dan melaksanakan langkah pencegahan dan kawalan berkaitan (contohnya, pakai pelitup muka secara saintifik). Pada dasarnya, mesyuarat dan aktiviti perhimpunan berskala besar tidak boleh diadakan kecuali untuk mesyuarat yang perlu dan aktiviti seperti ibadah berkumpulan, acara ucapan takziah berskala besar, perhimpunan, makan malam dan mesyuarat tahunan mesti dibatalkan dan aktiviti perhimpunan di tempat beribadah mesti digantung.
10. Mengesyorkan dengan bersungguh-sungguh trend baharu peradaban pesta. Kerajaan tempatan mesti mengukuhkan kawalan aktiviti berkumpulan termasuk pasar luar bandar, jamuan makan anjuran sendiri dan makan malam berpusat. Semua jenis pesta kuil dilarang sama sekali. Mengesyorkan agar "perkahwinan harus ditunda, urusan pengebumian harus dimudahkan dan jamuan makan harus dibatalkan". Semua perkahwinan dan jamuan makan mesti dilaporkan kepada komuniti (kumpulan kampung) menurut peraturan dan bilangan pengunjung makan malam mesti dikawal dengan tegas. Dilarang sama sekali untuk menjemput orang dari kawasan risiko tinggi dan sederhana untuk menyertai.Semua perhimpunan dan makan malam keluarga mesti dikawal dalam 10 orang dan perlindungan diri mesti disediakan. V. Perkara utama untuk pengawasan ketat
11. Semua lokaliti mesti mewujudkan sistem perintah di peringkat daerah, bandar dan kampung, melaksanakan sistem tanggungjawab untuk pencegahan dan kawalan wabak, menambah baik keupayaan pemantauan wabak dan mengukuhkan pencegahan dan kawalan wabak di kawasan luar bandar. Bandar (jalan) dan komuniti (kumpulan kampung) mesti menyelaraskan usaha mereka untuk memeriksa secara menyeluruh dan menguasai situasi orang asing yang telah memasuki Kunming, orang yang datang ke Kunming dari kawasan domestik risiko tinggi dan sederhana dan orang yang kembali dengan grid tanggungjawab mereka, mengukuhkan publisiti dan meningkatkan kesedaran penduduk kampung tentang pencegahan dan kawalan wabak serta perlindungan diri. 12. Pemilik kawasan awam seperti pasar peladang, pasaraya, hotel, lapangan terbang, stesen keretapi berkelajuan tinggi, stesen keretapi, stesen bas, tempat beribadah, tempat indah, panggung wayang, teater, KTV, bar, bar Internet, rumah urus mayat, organisasi pendidikan dan latihan, pusat penjagaan kanak-kanak dan institusi penjagaan untuk orang tua harus memenuhi tanggungjawab utama mereka dapat melaksanakan dengan tegas langkah pencegahan dan kawalan seperti "menunjukkan (mengimbas) kod kesihatan + mengukur suhu + memakai pelitup muka” dan pengudaraan harian, penyahjangkitan dan sanitasi, dan jabatan yang bertanggungjawab terhadap industri harus memenuhi tanggungjawab kawal selia mereka untuk menyelia pelaksanaan.

Mengukuhkan pengurusan rangkaian sejuk, menyahjangkit dan melakukan ujian asid nukleik terhadap makanan rangkaian sejuk yang diimport ke dalam bandar kita di gudang penyeliaan berpusat, terutamanya melakukan penyeliaan dan pemeriksaan ketat tempat pemprosesan makanan sejuk beku dan pasar perdagangan, melaksanakan rawatan penyahjangkitan pencegahan menyeluruh sebelum sentuhan pertama makanan rangkaian sejuk yang diimport oleh kakitangan di bandar kita dan mengelakkan pencemaran makanan yang disebabkan oleh penyahjangkitan.
15. Melaksanakan dengan teguh sistem tanggungjawab “empat pihak” (bandar, jabatan, unit dan individu), mengatasi secara tabah kelumpuhan, keletihan perang dan minda yang buntu untuk mempertahankan diri, memastikan operasi sistem perintah pencegahan dan kawalan wabak yang berkesan pada semua peringkat dan staf pencegahan dan kawalan wabak sentiasa bertugas dan bersedia untuk bertugas 24 jam dan memulakan dengan serta-merta rancangan sekiranya berlaku penularan, supaya dapat bertindak balas terhadap penularan dengan pelaksanaan perintah dan sistematik yang berkesan.

昆応疫指[2021]1號(hào) 春節(jié)前後新型コロナウィルス感染予防?抑制のさらなる強(qiáng)化に関する通告
現(xiàn)在、全世界各地における新型コロナウィルスの再流行が深刻化し、特に、中國(guó)國(guó)內(nèi)では、複數(shù)の地域での小範(fàn)囲內(nèi)、及び散発的に発生しています。春節(jié)が近づくにつれ、人の移動(dòng)が頻繁になり、新型コロナウィルス予防?抑制のリスクが高まります。黨中央委員會(huì)、國(guó)務(wù)院及び雲(yún)南省の黨委員會(huì)、雲(yún)南省政府の新型コロナウィルス予防?抑制に関する要求に従い、春節(jié)前後に常態(tài)化した新型コロナウィルス感染予防?抑制の取組みをしっかりと行い、成果を突き固め、市民の命を守るために、以下の通りに関連事項(xiàng)を通告します。
一.監(jiān)視と早期警告を強(qiáng)化する
1.各レベルの各部門(mén)は、緊急時(shí)対応計(jì)畫(huà)などを検討し、以前の効果的な経験と実踐に基づいて「早期発見(jiàn)」と「早期報(bào)告」を徹底し、人、物、環(huán)境の三要件を調(diào)査し、新型コロナウィルス感染癥流行に対するマルチチャンネル監(jiān)視と応答メカニズムを整え、自主発見(jiàn)と自主報(bào)告を?qū)g現(xiàn)する。
2.市民は、WeChatミニプログラム「國(guó)務(wù)院クライアント」、「國(guó)務(wù)院政務(wù)服務(wù)プラットフォーム」、「雲(yún)南健康コード」などによって中國(guó)各地域レベルをリアルタイムで確認(rèn)し、中?高リスク地域の変化をよく把握し、高リスク地域からの來(lái)訪(fǎng)者を発見(jiàn)したら、社區(qū)にすぐ報(bào)告しなければならない
ニ、人員管理を厳格化する
3.學(xué)生や出稼ぎ労働者らに帰省を見(jiàn)合わせるよう呼び掛ける。昆明に帰省する者は、出発前1週間以?xún)?nèi)と到著日に目的地の社區(qū)(村)に自主的に報(bào)告しなければならない。社區(qū)(村)も帰省者に対する調(diào)査及び登録「二重報(bào)告」を?qū)g施しなければならない。海外から入國(guó)した方、國(guó)內(nèi)の高リスク地域から戻った方に対して、集中観察を求める。國(guó)內(nèi)の中リスク地域から昆明市に戻った方に対して社區(qū)による14日間の集中観察を求める。所屬社區(qū)(村)に到著した日、14日間の集中隔離期間終了日にPCR検査を一回ずつ実施する。14日間の自宅隔離期間に、帰省者本人に対して外出自粛、家族に対して集會(huì)の參加自粛を求める。社區(qū)(村)が管轄地域內(nèi)の帰省者に対して追跡管理や健康観察を毎日実施する。
國(guó)內(nèi)の低リスク地域からの帰省者は、高リスク地域を通過(guò)したり滯在したりすることを避け、自己防衛(wèi)を萬(wàn)全にし、昆明に到著するとき、7日內(nèi)PCR検査陰性報(bào)告を提示しなければならない。提示できない場(chǎng)合は、なるべく早く最寄りのPCR検査可能な醫(yī)療施設(shè)でPCR検査を受けてください。PCR陰性判明後に公共交通機(jī)関を用いずに自分で確保した移動(dòng)手段で自宅やホテルに移動(dòng)することになる。社區(qū)(村)は追跡観察を?qū)g施する。社區(qū)(村)は、グリッド內(nèi)の帰省者に対してグリッド管理を行い、報(bào)告しなかった帰省者に対して法律に従って処分しなければならない。犯罪を構(gòu)成する場(chǎng)合、法に則り刑事責(zé)任を追及する。
4.「三非(不法入國(guó)、不法滯在、不法就労)」外國(guó)人、中國(guó)籍密入國(guó)者について、社區(qū)(村)が摘発やパトロールによって発見(jiàn)した場(chǎng)合には、管轄區(qū)域の警察部門(mén)に報(bào)告しなければならない。警察部門(mén)は既有規(guī)定によって管理?処分する。
5.確定癥例と無(wú)癥候性感染者が治癒して退院した後、住所を自主的に報(bào)告しなければならない。社區(qū)は規(guī)制の要件に従って調(diào)査と追跡監(jiān)視を強(qiáng)化する必要がある。
6.最前線(xiàn)の醫(yī)療従事者およびコールドチェーン輸入食品業(yè)、運(yùn)転業(yè)、宅配業(yè)、交通チェックポイント、集中隔離ポイントなどのコロナ感染リスクの高い業(yè)種に従事する者は、自身の健康に関する意識(shí)を高め、PCR検査の利用と併せて、適切に日々の健康狀況の観察を行うことが重要である。醫(yī)療施設(shè)の外來(lái)発熱患者、新入院患者とその介護(hù)者、介護(hù)施設(shè)の在住者及びその介護(hù)者は必要に応じて定期的に核酸検査を受ける必要がある。
三、人の移動(dòng)を厳格に管理する
7.全市各レベルの黨や政府機(jī)関、公的機(jī)関、國(guó)営企業(yè)の幹部や職員に昆明で春節(jié)を過(guò)ごすよう提唱する。一般市民にも故郷などに移動(dòng)せず今いる場(chǎng)所で過(guò)ごすこと、大規(guī)模な集會(huì)やパーティーを自粛すること、公共場(chǎng)所にいたり公共交通機(jī)関やエレベーターを利用したり、やむを得ず密接した近距離で他人と會(huì)話(huà)している場(chǎng)合にマスクを正しく著用するように提唱する。不急不要の面會(huì)や外出を控え、特に感染の中?高リスク地域への移動(dòng)を自粛してください。
8.市內(nèi)の小中學(xué)校の教師や生徒は休暇中に市外への移動(dòng)を自粛し、中?高リスク地域で就學(xué)している生徒は原則として昆明に戻らないよう提唱する。各學(xué)校が學(xué)校に滯在する生徒と教職員のため生活支援を提供し、新型コロナウィルス感染予防?抑制に関する施策を著実に実施し、感染予防インストラクター、衛(wèi)生健康副校長(zhǎng)、學(xué)校保健専門(mén)家(學(xué)校醫(yī))がその役割を十分に果たしながら、學(xué)校の日常感染予防抑制を協(xié)力する。
四、會(huì)議活動(dòng)を厳格に控える
9.全市各レベルの黨や政府機(jī)関、企業(yè)や機(jī)関が大規(guī)模な會(huì)議やイベントの數(shù)と規(guī)模を厳格に控えなければならない。50人を超えるイベントについて、感染予防と抑制のための特別な計(jì)畫(huà)を策定し、出席者にマスクを著用させるよう要請(qǐng)し、感染予防?抑制措置を厳格に実施しなければならない。原則的に不急不要や大規(guī)模な會(huì)議を控え、集団年會(huì)、數(shù)人見(jiàn)舞い、パーティー、年次総會(huì)などを一律に取消、宗教施設(shè)での集會(huì)を中止する。
10.祝祭風(fēng)紀(jì)の改善を積極的に提唱する。各地域は農(nóng)村部の定期市、酒宴などの集會(huì)活動(dòng)の管理を強(qiáng)化する必要がある。各種類(lèi)縁日を取消、「結(jié)婚式延期化、葬儀簡(jiǎn)素化、酒宴不要」を提唱し、やむを得ず酒宴を挙げる場(chǎng)合には、規(guī)制に従って社區(qū)(村」に報(bào)告し、且つ出席人數(shù)を厳格に最小限に抑えなければならない。高?中リスク地域からの來(lái)訪(fǎng)者や帰省者の出席は厳禁される。家族の集まりや會(huì)食をするなら、10人以下に抑え、細(xì)心の注意を払う必要があり、風(fēng)邪、咳、発熱などの癥狀のある方は出席できない。
五、感染の高リスク區(qū)域を厳格に管理する
11.各地域では、県?郷?村の3レベルの指揮システムを確立し、感染予防?抑制の責(zé)任を明らかにし、農(nóng)村部の感染予防?抑制取組みを強(qiáng)化しなければならない。郷鎭(街道)、社區(qū)(村)は管轄區(qū)域內(nèi)の帰國(guó)者、國(guó)內(nèi)の高?中リスク地域からの來(lái)訪(fǎng)者や帰省者を早期発見(jiàn)して、追跡管理しなければならない。村民の感染予防?抑制や自身健康に関する意識(shí)を高めるために宣伝に力を入れなければならない。村民が風(fēng)邪、咳、発熱などの癥狀があったら、すぐ村診療所(社區(qū)保健サービスステーション、クリニック)に報(bào)告する必要がある。報(bào)告を受けたら、村診療所(社區(qū)保健サービスステーション、クリニック)はすぐに郷鎭診療所(社區(qū)保健サービスセンター)に報(bào)告し、郷鎭診療所(社區(qū)保健サービスセンター)はその上級(jí)保健行政部門(mén)に報(bào)告すべきである。冬?春愛(ài)國(guó)衛(wèi)生「七つの特別行動(dòng)」と併せて、環(huán)境衛(wèi)生の整頓を全面的に推進(jìn)し、公衆(zhòng)に正しい衛(wèi)生習(xí)慣を身に付けるよう呼び掛ける。
12.農(nóng)産品市場(chǎng)、ショッピングモール、スーパーマーケット、レストラン、ホテル、空港、高速鉄道、列車(chē)駅、バス停、宗教施設(shè)、景勝地、劇場(chǎng)、KTV、バー、インターネットカフェ、葬儀場(chǎng)、塾、保育園や介護(hù)施設(shè)は主體責(zé)任を履行し、各業(yè)界の管轄部門(mén)は監(jiān)督の責(zé)任を履行し、「グリーン健康コード提示+検溫+マスク著用」、毎日の換気、消毒、衛(wèi)生など感染癥予防措置を著実に実施しなければならない。
13.発熱診察室(発熱監(jiān)視診察室)を設(shè)置していない醫(yī)療施設(shè)、特に私立病院、地域病院、村診療所、私人診療所、薬局などには、初回診斷報(bào)告を義務(wù)付けられ、原因不明の発熱疾患や診斷の難しい疾患を受け入れてはならない。新型コロナウィルス感染癥疑い患者を発見(jiàn)してから2時(shí)間以?xún)?nèi)に関連部門(mén)に報(bào)告しなければならない、関連部門(mén)の許可を得ない限り、患者に転院させたり、退院させることはできない。薬局は、薬剤師のアドバイスが提示され、且つ購(gòu)入者本人登録、情報(bào)の入力を行った上で解熱剤、咳止め、下痢止めなどを販売することができる。醫(yī)療施設(shè)の入院病棟や介護(hù)施設(shè)等は一律に終日閉鎖を行い、不急不要の見(jiàn)舞いを制限する。やむを得ず見(jiàn)舞いする場(chǎng)合は、3日以?xún)?nèi)のPCR検査陰性証明書(shū)を提示しなければならない。
14.コールドチェーン管理を強(qiáng)化する。當(dāng)市に入る輸入コールドチェーン食品について、滅菌とPCR検査のため集中管理倉(cāng)庫(kù)まで輸送されなければならない。特に冷凍食品加工場(chǎng)所と取引市場(chǎng)に対して厳格な監(jiān)督と検査を?qū)g施しなければならない。輸入コールドチェーン食品は市民に接觸される前に予防性全面消毒を?qū)g施され、また消毒により食品を汚染しないようにしてください。
15.各レベルの黨委員會(huì)と政府は黨中央の感染予防?抑制に関する各種の決定と計(jì)畫(huà)を貫徹し、少しもゆるがせにせずに感染予防?抑制の取り組みをしっかりと行い、各レベルの感染予防?抑制システムは効率的に運(yùn)転することを確保し、関連スタッフは24時(shí)間対応と準(zhǔn)備し、新型コロナウィルス感染癥が蔓延したら、対応策を?qū)g施し、有力な指揮、秩序的システム、順調(diào)な推進(jìn)、著実な実施を確保する。
